Oregon CHL permits are available to residents of those states that border Oregon who have a compelling reason for getting the permit. For example, a business purpose in Oregon or threats against your life.
The sheriff with whom non-residents apply will ultimately determine if your reason is compelling enough to issue your
permit because issuance is at his discretion.
Some Oregon County Sheriff's are more friendly than others for out of state applicants and may not require a business purpose.
These may include the sheriffs located in Hillsboro(Washington Co.), Astoria(Clatsop Co.), St. Helens(Columbia Co.), and Lakeview(Lake Co.). Your experience may vary of course.

1. Basic Handgun Safety
2. Florida laws on weapons and deadly force
3. Self-defense principles and defensive mindset
4. States where the Florida permit is recognized.
The lecture is scheduled from 9 AM - 12:30 AM. We'll gather at the range as soon as the lecture is over.
After that, we will adjourn to the range where you will be required to show your proficience shooting. The test is fairly simple but includes shooting from the Isosceles, Weaver, and 1-Handed defensive stances. Then, from your favorite stance, you must perform various techniques like an emergency reload, immediate action drills, and failure drills. The latter are timed and recorded. In both cases, the number of hits you get will be recorded.
You must successfully pass the proficiency test to pass the class!
What to Bring:
You will be required to bring 30 cartridges for the test with your defensive firearm. Depending on the range we use, you may need to purchase the ammunition at the range. Bring an UNLOADED FIREARM to the class. You will also need ear (at minimum muff style and preferrably squishy plugs too) and eye protection. Bring your lunch and note taking materials also.
Cost:
The cost of the class will vary depending on the location. In Clackamas, $85 if paid in advance or $95 at the door. In Everett, $115 if paid in advance or $115 at the door. Notarization and photography services are generally available at the class. Please bring $10 (total) if you want to use these services. Unfortunately, for this permit you must get fingerprinted by a law enforcement agency. You will also need to pay any range fees, plan on <$20 plus ammunition.
